An SDK [Software Developing Kit] allows you to author your own modifications. Valve's Full SDK comes with everything you need to make your own modification to Half-Life. To be able to author single player & multiplayer modifications.
Standard SDK 2.0

An SDK [Software Developing Kit] allows you to author your own modifications. Valve's Standard SDK 2.0 comes with everything you need to make your own multiplayer modification to Half-Life. To be able to author single player modifications like Opposing Force you need the Full SDK 2.0. You can get the Full SDK here.
Standard SDK

An SDK [Software Developing Kit] allows you to author your own modifications. Valve's Standard SDK comes with everything you need to make your own multiplayer modification to Half-Life. To be able to author single player modifications like Opposing Force you need the Full SDK. Currently you can't get the full SDK unless you sign valves NDA [nondisclosure agreement]. That will be changing soon as Valve are going to release a second SDK [SDK 2.0]. You will then have the option to get the standard or the full version.
